The brain fog (confusion) is one of the many extra hepatic manifestations associated with HCV. Best to find an attorney that is familiar with this disease. I would ask anyone considered if they have represented a client seeking HCV related disability. Cuddy's doctor may not be the individual best informed on disability. Many simply test and treat. They don't have the time or resources to pursue it on your behalf. Doesn't make it right, just true.

Some of the information may be dated, but it helps to provide a road map and direction to available sources. There are companies that can assist you in this and the information is provided without endorsement of them. You have to start somewhere and often a call to one of the many HCV advocacy programs will get the ball rolling.
A bit dated (2012), but this article provides a wealth of current information as well. This is directed at the USA disability programs, SSI and SSA. It's a lengthy guide but a worthwhile read for those considering a disability application.
