Yes it`s a good step forward, definitely. 

It's good to see these kinds of decisions being discussed. I'm looking forward to the day the discussion ends, approval begins and access to these treatments aren't simply based on an individual's ability to pay for either the medication or the insurance coverage willing to cover the exorbitant costs of it. But any forward movement of the approval process is a good one.

In draft guidance published today healthcare guidance body NICE (The National Institute for Health and Care Excellence) has recommended ledipasvir-sofosbuvir (Harvoni) as a treatment option for some adults with genotype 1 or 4 chronic hepatitis C.

This is draft guidance; NICE has not yet issued final guidance to the NHS.  Until then, NHS bodies should make decisions locally on the funding of specific treatments.
